David Okelue Ugwunta, Ph.D., is a distinguished Lecturer, Public Financial Management Expert, and Development Economics Specialist. With over 13 years of diverse experience encompassing the university community, private sector, local community leadership, civic space, public service, and political party politics, he has established himself as an influential figure in multiple domains.
In October 2019, Dr. Ugwunta was appointed as an Honourable Commissioner in the Government of Enugu State, Nigeria. From his appointment until May 2023, Hon. Dr. Ugwunta served as a key member of the Enugu State Executive Council and led the Ministry of Budget and Planning, a strategic organisation within the government. During this period, he also co-chaired the Enugu State Government Steering Committee on Open Government Partnerships (OGP), where he actively participated in initiatives promoting open governance and played a pivotal role in drafting the State Action Plan.
Dr. Ugwunta is a Fellow of the Abshire-Inamori Leadership Academy (AILA) at the Center for Strategic and International Studies (CSIS) in Washington, D.C., USA, and an Honorary Senior Member (HCIB) of the Chartered Institute of Bankers of Nigeria (CIBN). He holds both a Master of Science degree and a Doctor of Philosophy degree in Banking and Finance from the University of Nigeria.
